Yes, and it sometimes results in terrible journalism, one example being the Israeli 2006 invasion of Lebanon. Fisk blamed Hezbollah for the invasion because they had conducted a cross border incursion and killed and captured a few israeli soldiers without mentioning that this was obviously a pretext for Israel's long-planned aggression or putting it in the context of constant Israeli incursions into Lebanon and Gaza and its constant crimes against both beside which killing a few soldiers in a raid barely register. If you're not going to describe the critical historical context of that raid, including Israel's murderous assault on Gaza which Hezbollah plausibly said they wanted to take some pressure off by their action, you're just playing into Israeli and western propaganda. I happen to think Fisk is a brilliant and incredibly brave war correspondent, and someone who has shed a lot of light on US and Israeli crimes in the middle east. Unlike most msm reporters his historical knowledge of the region - and his knowledge of history generally - is vast. But he often lets his biases distort his analysis.
