As far as I'm aware the 32-33 famine was helped along by the Bolsheviks' war against "Kulaks" - i.e.: successful and effiicient peasantry. Similar 1922. Grain stores were destroyed while the people starved round about. Families were annihilated being transported to internal exile. This from Solzhenitsyn's research. I'm not aware of similar in 1892. According to same: a vindictive assault from the often Jewish, urban bourgeoisie (i.e.: Bolshehviks) against those who in Western Russia formerly had more power (i.e.: Ukraine and White Russia, who had evoided the traditional ridiculous communal system, and where the zemstvo democracy had been strong and effective. Don't know who's trying to exculpate "Stalinists". But reducing a systemic - revolutionary - assault on the peasantry to one man's policy would tend to exculpate the criminal nature of that system and those who profited by it. Ditto reduction to determinism of economic transition theory.
