"Positive liberty" he defined as "freedom to...": the ability and opportunity to pursue and achieve goals. I suppose the entire political spectrum lies in the dynamic and often deadly tensions between these, or as Blake might have put it: "...Thine loves the same world that mine hates... thy heavens door are my hell gates."
