Just a couple of points: the elite is not monolithic and to some extent both Boris Johnson and Donald Trump are outside it. For example, both have in their own way indicated a willingness to work with Putin. For various reasons, like having to placate their domestic opponents and media, they have to voice the mainstream elite view that Putin is aggressive. Re COVID, the same seems to have happened -- Boris' (and Trump's) initial reaction was to treat it like a bad case of flu and there was little to worry about. There is a different elite who would like much more control of society and are looking for ways of making that happen. This pandemic is an ideal cover as the police lockdowns sound like a convincing strategy. To me it seems this part of the elite is more dominant (maybe because Boris became ill). It is supported by Bill Gates and the pharmaceutical industry.
