The analogy with car seat belts is way off. There is nothing natural about cars -- they are not a basic human right. Breathing freely absolutely should be and I'm surprised this right isn't being defended more here. I can understand in certain enclosed environments under certain circumstances, you could be asked to wear one (eg hospital/care homes waiting room) but they ought to provide them there and then.
