I think Monbiot is perfectly aware of the corporate takeover of the state and thus the subversion of democracy. I think he wrote a book about it a couple of decades ago. I read somewhere that the state of Delaware is thinking of giving corporations a direct vote in elections. Corporations are treated as persons and as having more rights than actual flesh and blood persons. A triumph of the abstract over the concrete. Similar with Zionism (I am reading Greenstein's book at the moment) during the Holocaust. The Zionist project of the creation of the state of Israel was treated as of more value than the lives of actual living Jews. The beef I have with Monbiot is that he doesn't seem to realise that US-NATO imperial wars also serve the interests of corporations. Right now, vulture capitalist interests are plotting to pick over what remains of Ukraine. The call it 'reconstruction'.
