I would suggest that particular NZACA member should consider the following: did they do right in singling out and approaching one person, or should they have put a message on the board for all anglers to read?

The answer is reasonably straightforward: it's the lack of communication that is the prime concern. By not addressing this message board's entire readership, they have shown a classic example of exactly what is wrong with the NZACA, and what anglers are now complaining about.
