In reality dropping the recreational catch limit will not save many fish. They think that because the limit is 9, people are catching 9. That very seldom happens.
Telling us we can catch less of something we cant catch any of most of the time will achieve nothing.

So yes, they can drop my limit to 4, 5, or 6 - it won't be noticed by me. The most I've ever caught in one outing is 3 anyway. And as Hangler says, most surfcasters can count their annual snapper take on one hand.
Yes there are a few 'guns' who manage to catch a lot more, but fish saved by limiting those guys will not make any measurable difference to the fish population.
