You are correct in all you say.
The Californian smog test worked on the assumption that if the mil light was off then all was good with the fitted emission devices as tested BEFORE those vehicles could be sold in the US, The cheat software was used during initial testing.
The level of fines being levied and vehicles recalled reflects the fact that VW deliberately conned us all.
Our test is no better, as you say, it cannot even detect an illegal DPF delete.
High outputs of Nox are not just confined to diesel engines, despite the presence of Nox cats and sensors, modern GDI engines are also producing (and not dealing with),high levels of Nox.
When we test for this gas correctly and stop cars from running with excessive levels then we will have a world full of parked up cars.
