There is a problem we are seeing quite regularly with these ECUs where they show the symptoms you describe. This problem also prevents the ECU from updating it's 'adaption values' which means there is normally an emissions problem and possible driveability issues. The ECUs in this state , are also unable to adopt default strategies in the case of component failures. If this is the problem with this ECU , then fitting an external fan switch , will probably only work until the next MOT at the latest. Also , these ECUs in the MGF are designed so that the fan can be operated ten minutes or more after the ignition is switched off as there is a coolant boiling potential problem. Unless you powered your external circuit off a battery supply , then you might have this problem.
