    I agree with the other Paul above , the symptoms sound exactly like a faulty or incorrect specification ignition amplifier. The amplifier is responsible for pulling the waveform 'up' as it were , so if the waveform is not being correctly 'pulled-up' , it is most commonly an amplifier fault. I also agree with other Paul thas some aftermarket amplifiers (mentioning no names) do not work with these Siemens syatems. The part number question is - with VAG part numbers the last letter is NOT a supercession as is common with other car manufacturers , but this is the number which denotes the ECU application. A 'B' spec is off a Volkswagen Golf not a Sharan (Also for example a 'T' spec is off a 1.6 litre AFT engine!). The injection time may be a Red Herring , the operation if these SIMOS4 ECUs means that the first pulse on cold starting is a very long one. If the instrument you are reading injection time on is capturing the first pulse , then 60mS is not ridiculous.
