Not the most trees but rather the most without impinging on any pre existing human land uses. Not all trees are equal in carbon sequestration either, so while it might average out my guess is it could be higher significantly, particularly because forest provides a fuller ecosystem (you end up with several stories of vegetation, include sub soil, and all of it including more wildlife). It also tends to help with local climate changes; better water conservation and cooler areas would lend a hand to local farming infrastructure making it less carbon intensive. it certainly shouldn't need to even be a debate. Planting trees makes local environments better, and sucks up pollution in the process, allowing more creatures to thrive and survive. Even if it didn't work for carbon capture, it would certainly be better for us and the planet.
