You said I was talking about his background: agreed. You said his foreground was what it was all about really and then went on to say his background was the foreground... So...no, not semantics on my part; just lack of clarity on yours. I talked of that background causally above in terms of belief: salafi wahabism and what we know of the interaction and indeed collusion of this with the UK state, whereas you apparently talk causally about his family who should "pay the price, or bear the responsibility, for what they have nurtured..." Like me, I reckon you have no knowledge at all of what influence his family might have had: either positively or negatively in respect of how this man turned out and what he did. But if you are seriously suggesting collective punishment for his family, be aware that neither English nor Scottish law accept the principle of such punishment, yet irony of ironies it does appear in the perpetrators own favoured sharia law, which interestingly enough makes you more a supporter of Islamic legal principles than of our own. PS. If you want to consider a full conversion I have a Koran I can lend you...
