Of course, to many the term simply refers to those who identify as Jews who live outside Israel.
But, as you intimate, to Zionists it has much more significance as it refers to the myth of the exile and the subsequent 'right of return' which underpins Zionist ideology.
To Zionists, Jews of the 'diaspora' are of little concern except as defenders of Israel. Their place is in Israel.
