I think Dan's comment was quite insightful.
I hadn't questioned that - I'm well aware he (and you) knows a hundred times more about these things than I ever will. Just a layperson asking for clarification.
If detecting prior exposure is of no use however, why has Europe, like the US, approved it and is allowing the same company to supply it to Italy, France and the UK? My broader question related to its general usefulness, and why some countries are rolling it out as quickly as possible.
