I wouldn’t be surprised if the government had financially incentivised saying No to people. This is the sort of way general practice is funded these days, since Blair introduced the “QOF” (Quality Outcomes Framework) funding mechanism for GP practices around 2004. Basically it means that GPs get financially penalised for stuff like: running over 7 minutes in an appointment with a patient; prescribing benzodiazepines (e.g. Valium) to patients; having higher than x numbers of smokers on their books; signing more than x number of people off work sick, etc etc etc. I wouldn’t be a bit surprised if the government had also done a similar thing re number of patients designated as vulnerable groups re covid.
