2000 sample would do it, one would have thought. Meanwhile Russia is a very diverse nation with vast geographical expanse, so sampling could be somewhat intricate e.g. you don't want to sample in Moscow only, obviously. 700,000 sample is statistician's wet dream. If you cannot find any literature on statistics and sampling, please let me know and I can suggest some book titles. I have been looking into this since my son is studying GCSE Statistics ...
