I reckon hoped rather than expected: hoped that in the first few days Kiev would see sense declare itself neutral and avoid further bloodshed. Unfortunately the Ukrainian regime was told by the west they could have as many military goodies as they wished and would be treated as a "proper" country only if they made blood sacrifices: that's the option the regime chose. The "huge mistake" seems to have been plan A. but Kagarlitsky seems to have entirely discounted that there was a plan B. Events have suggested strongly that there always was, and consequently this has panned out remarkably well for Russia. Despite what he seems to think, the quite phenomenal quantities of ammunition available for the Russian artillery to use against the entrenched Ukrainian forces suggest plan b has long been an option. Moreover the Russians seem to have taken on most of the additional billions of dollars of NATO equipment thrown to the Ukrainains with impunity. When Kagarlitsky says: "...it is clear that it will not end until the Russian troops return to their original positions, which they occupied on February 23, 2022. " To me it is clear that this is fantasy. Ukraine had its chance for that in phase one/ Plan A. -Now it will never happen.
