Harvard is a private school and should be able to attract students as it wishes. I doubt this will hold up in court unless the rule applies to all private or public schools.

Just heard on the news the Feds are barring Harvard from enrolling foreign students.
If this expands to all colleges and universities it would greatly hurt our chances to recruit the best athletes possible.
We will have to see how this evolves.
