For the sake of clarity, as I understand it, schools like Harvard have the ability to issue student visas on their own. This action will eliminate this ability, and it also appears that it will cancel existing visas issued by Harvard. I don't believe it means that international students cannot attend Harvard if they acquire a visa through another channel. FWIW, this understanding comes from reading news reports, and could be in error if they are incorrect.
