Of course the comms who hold quota will always say there is no problem with the fishery. They don't want to lose tonnage on their quota which has real currency value.
Quota can be bought and sold between companies, and so is in itself a thing of value. But quota is only a permission slip. It's permission to harvest xxx tonnes of a species. The fact that the species cannot sustain that harvest has no bearing on the value of the permission-slip/quota.
