They have snow plows. The streets look pretty clear to me. But there's no bus services. Too dangerous for buses.
No trains either. So clear the snow from the tracks. This isn't difficult.
In the northern half of the US, it snows year after year after year consistently. The accumulation isn't measured in inches either. It's feet of snow. Everything runs as usual. They don't shut the country down because there's snow. They send the snow plows out, the streets get cleared and salted, and they clear the train tracks. What's the problem?
Why can't the UK figure this out? The country gets snow. This shouldn't be a surprise. How many billions of pounds in productivity are lost every day? "There's three inches of snow! Red alert, everyone! Don't travel! Stay in your homes!"
