Hi Shaun, the rear sensor shouldn't be switching at all. The cat really needs 2 things to work efficiently 1. To be hot 2. for the correct mixture going in to the cat. Number 1 is pretty easy to establish Number 2 can be established by looking at the lambda reading (providing you are sure there are no leaks in the exhaust) the lambda reading is not measured it is calculated from the gas readings and gives you a good idea if the emissions going in to the cat are correct. As a rule of thumb use the MOT BET specs 0.97 - 1.03 If the lambda is correct and the cat is hot it should work. If the rear lambda sensor is switching then like you said the cat isn't working.
