He was elected and became Prime minister of Poland before being then elected as European Council president by the heads of state of all EU countries (The European Council): including the UK and aside from Poland. He resigned as Prime Minister of Poland to take up the office. If democratic deficit is the point btw you have over 800 completely un-elected "Lords": not one of whom was ever voted there in any shape or form by anyone at all anywhere still making UK law and raking in fat expenses for the privilege, as well as of course taking brown paper envelopes from lobbyists (see Rifkind, Straw etc) for manipulating government bills to corporate advantage. but I'm sure they are a better deal than all those elected foreigners right? And never mind... if Corbyn plays his cards right May has promised that UK workers might get to keep rights as good as EU workers post Brexit...
