The thing is that it actually does: there's no other way of reading it.
Suggest he waits for European election results and sees how Brexit Party does.
As I said above, there's no major party standing against Brexit and under that condition you are unlikely to get any clearer a notion of what people want.
If Labour were to come out for a confirmatory vote and push strongly for it you might have a fight on your hands but there's simply no banner to muster around for those opposed: the ground has been conceded to Farage already.
