The fact that boris was her boss at the time is the key thing here - she probably didn't feel able to slap him in the face and lose her job. And why should it be on women to do that anyway? It should be for men not to do the creepy thing in the first place. Otherwise it could be thought that it's the woman's fault for not being slappy enough.
This is also dircetly relevant in terms of hypocrisy in comparison with treatment of Michael Fallon for the same thing (in this case the woman (hartley-brewer i think) did threaten to slap him). I'm sure boris's team (inasmuch as they existed) were all too happy to make capital out of that one against the remainers - what's good for the goose.
This isn't about prudishness, but i think what sort of a creepy boss he was is relevant. I don't buy that it was a different time - it was just as shit a thing to do back then (and long before). As for the effect it will have, i could even believe this has been leaked by cummings himself somehow, as they'd much rather deal with this than the actual corruption involved with his other dalliance.
