Females from puberty to the menopause can menstruate (roughly once a month) except when pregnant or for medical or other reasons. |
The important point, though, is that all males and transgender women (who are still biologically male) can't.
Transgender men are still in the biological category of female (please see paragraph 1 for details and exceptions).
Perhaps you'd like an IHRA style definition with examples and caveats.
