Females from puberty to the menopause can menstruate (roughly once a month) except when pregnant or for medical or other reasons. The important point, though, is that all males and transgender women (who are still biologically male) can't. Transgender men are still in the biological category of female (please see paragraph 1 for details and exceptions). Perhaps you'd like an IHRA style definition with examples and caveats.
