It is often culture rather than conspiracy that determines people's behaviour. The culture is deference to voices of authority. Very many intelligence agencies around the world said that Saddam possessed WMD. That wasn't because they were all in on the CIA's conspiracy to lie. They simply deferred to the 'superior' CIA. The same happens with the media: much reporting is simply the relaying of press-releases from those they defer to. The majority of governments and national health services around the world will simply accept the advice of the world's preeminent health organisation (WHO). There is often good reason for that. For example, if you are a poor country, it might not feasible to do your own research into covid to determine for yourself the best way forward. It makes sense, then, simply to accept the research conclusions of a well-funded highly-regarded body. And the Iraq invasion-holocaust and the disastrous covid policies (e.g. lockdown) demonstrate the danger in everyone simply 'following the leader' when the leader is deeply flawed.
