Judging by the limited response this situation has been going on for sometime. Once is too many, that it is just a matter of time before it happens again is not acceptable.
The problem is you are in love with the dog so your ability to see the pain, worry and expense to others is greatly reduced.
An intervention is needed, that may come from the Delegado (I have heard of some pretty drastic measures taken in similar situations) or it may come from people boycotting your place of business until the situation has been corrected, or some other way.
The only words that will truly show that you mean what you posted are "the dog has been removed from the beach permanently".
