Hi Peter, I stand to be corrected but I think this scheme was conceived at least five years ago, when the equipment procured was cutting edge. Unfortunately this technology is evolving daily. The downside to this is that there is probably a wharehouse the size of an aircraft hangar full of replacement parts for a system that was already absolete before installed. I would imagine that all this stock will have to be used before the next government order is placed, when the scenario will be repeated. Unfortunately the people that procure this equipment invariably have no concept of its use or the advantages or otherwise of alternatives, ie a mouse is a mouse. Taking the argument one step further, as the "smart" card (and I use the term loosely) is no longer used for logging emmissions, (and appears to be the biggest problem ie logging into the system), why still keep it? Security is still enforced by the testers password. Regards, Steve.
