If it slows, that might be enough to undermine the state's foundations" Your having a larf...the whole point of Brexit is undermining the states foundations so you have no rights or protections at all against US-lead rapacious capitalists and of course can't put the brakes on the destruction of the Health Service either. And as you know its not "up to us" because you have a FPP electoral system and an irredeemably right wing media.
