I would guess the additional 30 to 40 bn is the lost revenue to bt through giving it away, so not a real number.
The markets have suddenly seen what it looks like if they lose the friendly government thumb on the scales. Why would corporations fibre poor areas if they can just make nice profits from the rich low hanging fruit.
