I don't see brexit or not making a blind bit of difference, because as you say it goes all the way to the top, and that includes partners across Europe. In fact I'd say that the uks standing within Europe comes partly down to its arms industry. It may be looking to the us too but you can safely bet that either way it would be doing the same. More business partners means more money. The only way it would stop is by public support in a massive way for the idea, but people reflexively think jobs first before they think about the cost.
