What exactly has been agreed as acceptable to the government? Will 50% of garages signing up do? or does every garage have to sign up or face enforced legislation?
What if 90% sign up, will the other 10% be forced to sign up or stop work?
I am sorry but I just can't see you getting everybody to put there hand in their pocket at times like these and I do not think government will be in a position to force yet more people onto the unemployment list because they wont sign up.
