If your world of democracy is one in which people weren't allowed to change their minds then you had your decision in 1975 with 67.2% to 32.8%. No I would insist on the result being implemented and insist that there be sufficient time for it to be tried and tested. If, as is the current case, no-one can agree the form Brexit should take then another confirmatory referendum should be held to determine that - but there should be no question of "Remain" being on the ballot. Once implemented it should at the very least last until the next general election where a party may bring the issue to the country again and the people can vote accordingly. In your world you would allow the electorate to decide by a majority vote but then fail to put that into practice and within 3 years of their first vote, before asking them again what sort of Brexit they prefer, you ask them to reconsider their first vote. In your world, e.g. in a Scottish independence referendum once the electorate has voted the way you want then no-one should revisit it, but you can't admit that can you.
