No, crossing the road is different from using the road. To a pedestrian, the road is an obstacle to travel, to a cyclist and a motorist, it is the medium. And it seems the argument is for less responsibility, hence the quote I pulled from the article: Hazeldean’s lawyers, Levi Solicitors, called for an urgent change in the law to protect cyclists from expensive payouts If a motorist hits a pedestrian, the motorist is at fault. That hopefully encourages motorist to pay attention to all hazards (particularly people). If it were any other way there would be even more dead pedestrians every year than already. Similarly, a green light for the road should not excuse a cyclist from stopping. Arguing for less responsibility seems a bad idea. Perhaps if they had licenses, insurance etc same as motorcyclists, the issue would become a non issue.
