Think you're missing the point; apparently she was one of a throng of people trying to cross the road. That suggests it wasn't a random person launching off a curb at the last minute, but a cyclist deciding that since it was their right of way they weren't stopping. A throng is neither hard to spot nor fast moving. A car hitting the pedestrians would be just as at fault. Obviously the wrong forum to point it out, but I see way more cyclists running red lights and not paying attention to pedestrian hazards every day than I do cars (and they're bad enough). A green light is not carte blanche, and I hope legally it never is. The point, there are dangerous cyclists, as unpopular a perspective as that may be. The fine is a crazy one, of course, but thats an aside to points made.
