I'm surprised how you repeatedly lump cyclists and other road users altogether. The damage the various modes of transport inflict is vastly different. Cyclists are, in terms of vulnerability, far more like pedestrians. In fact they are perhaps more vulnerable as they are moving at speed. Motorcyclists are far less so, though more than car drivers. They can be heard a mile away so pedestrians are unlikely to step out in front of them, unlike for cyclists. Most cyclists will have experienced this many times. But it's still possible to have it happen at the last moment when you can't do anything.
