Arguably a big change is a change of leadership too, in which case i would agree. I don't think there was a uk referendum of any sort to join the eu in 1993. But yes, a majority of the voting public to change anything would be a good idea. I'd go a step further; the legitimacy of the govt, right down to mps and local govt dissolved if there is no majority. And the right to petition a call to election if the public thinks the govt is not honouring their manifestos. Within the current paradigm of what is considered democracy this seems like a basic minimum. As it is, so far, referenda work as the most real of democratic acts available to citizenry, but only if they are not ignored. Once we get to general elections the concept of democracy is entirely farcical.
