just a majority of those who voted. I think it would make sense to have mandatory voting even if you have to add an extra option to vote for : "none of the above". In addition it would make sense to win for a majority of the electorate to vote for something or someone and if they failed then the election would have to be held with different candidates and different questions until a majority was obtained. We might need a tie breaker or something on this to avoid perpetual elections but surely this is not beyond us to devise. You will of course have noted that I haven't looked at proportional representation - is there a system out there which would be better, I'm sure there will be. cheers
