Surely, if 'they' wanted to maximise fear, 'they' would 'let the virus rip', causing more cases, more deaths, more disabilities and the overwhelming of health services. Then, 'they' would find it easier to impose even more draconian measures on a desperate population than the relatively mild ones they are half-heartedly imposing now. That might, indeed, include compulsory vaccination, if and when available. If all societies had responded earlier with test-trace-and isolate, like the best ones have, the virus could have been contained earlier and there would be no need to talk of herd immunity. In any case, there is no guarantee of herd immunity. We simply do not know yet if people who get the disease became immune from getting it - or its mutated forms - again. Of course, I agree with you on the importance of improving health and the need to clamp down on profit-not-people driven corporations (including Big Pharma, which should be internationalised). But, even with health improved to the max, there would still be people, people old and sick through no fault of their own. And there will still be actual viruses out there, which can spread, the more easily due to population density and ease of travel.
