Its fantastic to have a large fishing area, but it adds complications to the definition on private access.

I think the options should be ether fish where ever you like within the boundry and sort all the access you want

OR

Actually stipulate boundaries like-

#Wairoa River mouth to the southern end of Tailors bay
#Southern end of dinahs beach through to the northern end of Mahanga.

And work your way around the boundary situating designated fishing boundaries within the boundary.

I don't like the idea of everyone being forced to fish Whakaki, and grabbing a lottery ticket at the carpark........ You still need a large area where fisherman to make critical decisions based on the weather and where the fish may be feeding. But I think that grey area needs to be made black or white, because it will rare its ugly head.
