As for the Gisbourne Nats 2013 the rule is basically this."If you need to have permission to fish an area
it is out of bounds to all" ie Kemps, Cape Runaway and the like are out of bounds. To give a fair reason for this. All these people have been approached re the availability of these areas. All are of the opinion that they are all legally responsible for any incidents and accidents that may occur and the repercussions could be expensive and disasterous for them. So it is their wish that these areas are not included.
