That line was indeed the government's line initailly (esp. Boris') and got reported by the media. But at the same time, many mainstream journalists were screaming for stringent measures and a lockdown. The media scared large numbers of people with their incessant front-page stories and general wall-to-wall coverage about corona deaths. Now, many people have seen that it isn't quite as bad as it was made out to be. At the same time it's becoming clear what a dreadful cost this lockdown and social distancing has meant for people (especially workers and the poor) and will mean in the coming months.
