Only Churchill didn't mean 'democracy' as most people understand it. He meant 'democracy' in the same way that the Founders who created the United States did. That is, 'democracy' for those with an interest in society and therefore qualified to engage with it. This was 'democracy' for and by an elite, not the mass democracy we know in the advanced states. Churchill wasn't a democrat. He was an anglo-american aristocrat with the values and interests of an aristocrat, but with a journalists facility for political rhetoric and useful slogans.
