Only without mitigating factors, like death, emigration, temporary migration/emigration, all of which occur simultaneously. I'm here because my neighbourhood got bought up by emigrating Brits and it inflated the cost of living enough that when the opportunity arose I had nothing to lose by coming over here to see what the fuss was about. All those factors mentioned though are quantifiable and the govt knows this. X number in, X number out. If Brits want to leave so badly, the immigration is a capitalist's response to ensure business as usual. Any objection to that is hypocritical; if you have the right to leave (and be accepted elsewhere), others have the right to come (and be accepted).
If you want emigration to stop, what you need isn't bans, but concerted efforts to make everywhere nicer for everyone. Obviously that starts with a stop to imperialism. And locally with an end to the ridiculous rich poor gap, which includes lower middle class people who think their hard work should be rewarded with greater wealth and people who work hard cleaning toilets on minimum wage just didn't apply themselves so #### em. In other words, it needs to stop being about me and start being about whole communities (regardless of whew the individuals are from). Get rid of the disparity of wealth and privilege, don't use it as an excuse to blame others in the same boat as you.
