'Actual democracy' what's that? I don't think we have 'actual democracy.' If we did are culture, not least politically and economically would be very different. The UK, for example, is often seen as a model for democracy and the oldest one. Yet, I think it really resembles a form of dictatorship, where the priority is strong and effective executive rule. That means controlling not just parliament, but the voters too, by a cunning system where the will of the people as expressed in elections is, transformed, so that political minorities can rule over the heads of the majority, over and over again, as all votes don't have the same value everywhere at the same time.
