Well, the Tories had a majority and could have pushed it through, but the Brexiteers in their party refused to go along. Later it was their coalition partners refusing to go along. As for the others: it is not so clear cut what an individual MP should do. Should they consider the deal and vote against it if they think it is bad, should they ignore their own views and just represent their constituents (which could be leave or remain) or should they represent their constituent supporters (likely to be more pro-remain)? Perhaps you think Parliament shouldn't have had a say in the matter at all. But it's a silly fantasy pushed by the Tories and Farage to say Parliament blocked the people's will .
